Writing for a World that Does Not Read

A societal trend away from sustained periods of reading gives rise to the popular notion that customers no longer have the patience to read technical material.  From thus also rises the multi-decade interest and adoption of topic-based authoring.  What if, though, we’ve misinterpreted the meaning of this societal trend?  Must modern technical writing be a race to the bottom of brevity and labor?  Or, is society telling us that to capture its interest we must strive more diligently to communicate what cannot be gleaned from an intuitive user-interface and tooltips?
